50% teacher posts lie vacant in universities.

Nearly half the teaching posts in 23 universities in the state have been lying vacant for the last five years, with the government citing "financial constraints" as the reason for not going ahead with recruitments. A report, ordered by the Chief Minister, Mr N. Kiran Kumar Reddy, on the actual vacancies in universities in May, found that out of the 5,349 posts sanctioned at professor-level and associate professor-level, only 3,055 posts have been filled and 2,294 posts are lying vacant for the last several years. Osmania University tops the list with 580 posts lying vacant out of total 1,223 sanctioned posts.

In Andhra University, out of 981 sanctioned posts, 461 are vacant. Similarly in Kakatiya University 116 out of 361 posts, in Telugu Unive-rsity 56 out of 97 posts, in Acharya Nagarjuna Uni-versity 78 out of 204 posts, in JNTU-Hyderabad 91 out of 324 posts, in Sri Krishnadevaraya Univers-ity 68 out of 215 posts, in Dr B.R. Ambedkar Open University 17 out of 86 posts, in Sri Venkatesh-wara University 223 out of 601 posts are lying vacant. "The CM directed us to speed up the recruitment process and also submit an 'action taken report' in a month. All the VCs were asked to issue notifications for recruitment," said Dr Rajashekar Reddy, secretary, AP State Coun-cil of Higher Education. However, it is learnt that despite the government sanctioning the posts, the finance department has been imposing cuts in the number of posts when giving approvals.
